Bangladesh and Japan are expected to sign more than four memorandums of understanding (MoUs) during Prime Minister Tarique Rahman’s upcoming visit to Japan, opening up new opportunities to strengthen bilateral cooperation in several key sectors.

The visit is scheduled for October 26–29, with bilateral talks expected to take place between Prime Minister Tarique Rahman and Japanese Prime Minister Sanae Takaichi on October 27. The discussions are expected to focus on expanding economic and diplomatic relations, increasing trade and investment, and strengthening cooperation in areas of mutual interest.

According to a report published by Bangladesh Sangbad Sangstha (BSS) on October 23, the two countries are looking to sign more than four MoUs during the visit. A joint statement is also expected to outline the outcomes of the discussions and identify future areas of cooperation between Bangladesh and Japan.

The proposed agreements may cover agriculture, fisheries, human resource development, skills enhancement, civil aviation, trade, environmental conservation and the modernisation of local government. These sectors are considered important for Bangladesh’s economic development, employment generation and institutional capacity-building.

Agriculture and fisheries are expected to be among the areas of discussion, as both countries seek opportunities to improve productivity, exchange technical knowledge and introduce modern practices. Greater cooperation in these sectors could help Bangladesh strengthen food security, improve agricultural efficiency and develop its fisheries industry.

Human resource development and skills enhancement are also expected to receive attention. Japan has long been an important destination for skilled workers from Bangladesh, and stronger cooperation in technical education and professional training could help prepare Bangladeshi workers for international employment opportunities. Improved skills training may also support the development of a more competitive workforce.

Civil aviation and trade are other potential areas of cooperation. Stronger connectivity and improved commercial relations could facilitate business activities, tourism and the movement of people between the two countries. Bangladesh is also interested in attracting more Japanese investment and expanding access to international markets.

Environmental conservation is expected to be another important issue. Cooperation in environmental protection, sustainable development and the adoption of modern technologies could help Bangladesh address environmental challenges while pursuing long-term economic growth.

The proposed discussions on local government modernisation may also create opportunities to exchange expertise and improve public service delivery. Technical cooperation and institutional development could support efforts to make local administration more efficient and responsive to citizens’ needs.

The visit is also expected to provide an opportunity to review the broader economic partnership between Bangladesh and Japan. The two countries signed an Economic Partnership Agreement (EPA) in February 2026, marking an important development in their trade relationship. The agreement is expected to provide a framework for strengthening economic ties, improving market access and creating new opportunities for businesses.

During the visit, discussions are expected to cover Japanese investment in Bangladesh, renewable energy, agriculture, science and technology, digital transformation, and skills and human resource development. These areas are increasingly important as Bangladesh seeks to diversify its economy, attract foreign investment and strengthen its position in international markets.

The prime minister is also expected to visit selected energy and industrial facilities, along with business-related institutions and companies in Japan. The programme is expected to include engagements connected with the Japan International Cooperation Agency (JICA), the Japan Bank for International Cooperation (JBIC) and the Japan External Trade Organization (JETRO), as well as visits to industrial facilities.

Such engagements could help strengthen links between government agencies, investors and private-sector organisations in both countries. They may also provide an opportunity to explore new investment proposals, exchange technical expertise and identify areas where Japanese technology and experience could contribute to Bangladesh’s development.

Japan has been an important development partner of Bangladesh for decades, supporting infrastructure development, economic cooperation and various development initiatives. Bangladesh, meanwhile, offers opportunities for Japanese businesses in sectors including manufacturing, energy, infrastructure, agriculture and technology.

The upcoming visit is therefore being viewed as an opportunity to deepen the longstanding relationship between the two countries and explore new avenues for cooperation. However, the proposed MoUs and areas of collaboration remain subject to the outcome of the discussions and the final decisions of the two governments.

If the expected agreements are signed, they could provide a basis for further cooperation in trade, investment, skills development, environmental protection and public administration. The implementation of any agreements will be important in determining their practical benefits for businesses, workers and communities in both countries.

As Bangladesh and Japan prepare for the high-level meetings, attention will be focused on the agreements reached, the priorities outlined in the joint statement and the steps taken to translate diplomatic discussions into tangible outcomes.

The visit could mark another important step in Bangladesh-Japan relations, particularly if the proposed agreements lead to stronger economic engagement, technology exchange and expanded opportunities for cooperation in the years ahead.
